The best time to buy is when something is on sale. This is a buyer's market and great buys are out there! Whether you are buying a home to live in or you are an investor looking to capitalize on today's market, you need to do one major thing:
Plan a budget. Know how much you want to spend, how much you can invest in the property to fix it up, and how much it will resell for (be realistic).

Bank foreclosures are often good sources of available properties that can later be sold for profit. However, they often need some degree of work for resale or to rent. Some areas that may need improvements are:

A good, clean, solid house with neutral colors will often sell best.

It is highly recommended to have the property inspected in the event that other, sometimes hidden, issues exist.
Another important factor is the neighborhood. Are there other foreclosures in the neighborhood (especially on the same street)? What is the condition of the neighboring houses? Has the area historically done well? Will reasonable repair and updating bring the property up to the value of its neighbors?
